An offensive force throughout his career with the Terriers, Okaroh was a four-time All-New England selection and a second-team All-American as a senior in 1986.

After finishing second on the BU squad in scoring as a freshman, a knee injury forced him to red shirt the following season in 1983. However, he came back in 1984 to again finish second on the team in scoring with 16 points on six goals and four assists.

Okaroh, a junior on the Terriers' 1985 team, finished the season tied for second on the team in scoring with five goals and seven assists for 17 points, helping to commence a two-decade stretch of incredible success enjoyed by the Terriers. During the ensuing 20 years, BU won over 66 percent of its games, won six America East titles and advanced to the NCAA tournament 11 times.

Okaroh came back in 1986 to again serve as a team captain, and it was no surprise the Terriers had another outstanding season. They finished with what was a school-record 16 wins en route to a 16-2-3 mark, returning to the NCAA tournament while being ranked first in New England and fifth in the nation. Francis finished second on the team in both goals (11) and points (23).

After finishing his collegiate career with 26 goals and 17 assists for 69 points, Okaroh played six years in Major League Soccer (MLS) from 1996-2002 and won both an MLS Cup and MLS Defender of the Year honors in 1999. While playing for the New England Revolution in 1998, he won the Champions U.S. Open Cup, and Okaroh's Chicago Fire was the runner up for the cup in 2000. In 2007, he was nominated for the MLS Hall of Fame.

His brother, Ben, was inducted into the BU Athletic Hall of Fame in 2010.
